Massachusetts Rental Voucher Program

The Massachusetts Rental Voucher Program (MRVP) is a state-funded subsidy program that
provides rental assistance to low-income families and individuals.

The waitlist is currently closed for this program.

The program is administered by the Division of Public Housing and Rental Assistance of DHCD. The program offers both tenant-based and project-based rental subsidies.

  • The tenant-based voucher, which is known as Mobile, is assigned to the tenant. Mobile vouchers are valid for any housing unit that meets the standards of the state sanitary code.
  • Project-based vouchers are assigned to a specific housing unit or development. When a tenant leaves the project-based unit, they forfeit the voucher.

To be eligible for this program, the household net income must be at or below 80% of the Area Median Income (AMI) which is considered “low-income,” The household must also undergo a screening. When a voucher becomes available, applicants are selected from the waitlist based on priorities, preferences, application date, and then screened for eligibility.
